The president, in the mid nineties, was William Jefferson Clownton.

When Booooshski Two took the presidency, his party held the House but not the Senate. Half way through Booooshski junior's first term, his party did hold both the House and Senate. However, that didn't last long, as Nancy Pelosi became Speaker of the House his second term.

Boooooshski jr., never met a social spending bill OR farm welfare (welfare for millionaires) bill that he didn't like, bastid that he was.
