On the quote, if the question mark (?) or other punctuation is included within the quote the quotation marks (") are to encompass the entirety of the quotation, inclusive of the punctuation.

Whereas, if said punctuation (in your comment, a question mark) is not included within the quote, rather being the end of the sentence, it is not to be included.
