No, it oftentimes is following the laws and onerous regulations and .. making them pay.
The Big Short is a nice story. It depicts, honestly, greed and everything that goes along with it. However, read the legislation. Read the actual Clinton DOJ orders, or some of them. Watch the hearings.
The unscrupulous greedy will always find a way to benefit from bad law and government policy.
