The problem is not just the radio waves its the wave length within the spectrum.
Same electromagnetic waves in the form of X-Rays can penetrate way further and are known to cause damage with certain dose levels.
And lower than that wave length like microwave oven[2.4 GHz] is clear to us that it can boil water with much higher intensity of course.
Interestingly many cordless phones ARE in that range of 2.4 Ghz frequency or even higher and so are the cell phones.

The total exposure is THE issue and is a function of Intensity and period of exposure.
The radio waves of numerous stations are of very low strength not to mention the frequency of KHz and MHz, way lower tha GHz.

If the radiating and receiving antenna [of a cell phone or whatever device] were away from ear, while the audible speaker only next to it..that should be safe I would think.
One expert in Australia who has compiled a lot of data on Cancer and cell phone use.
