I agree it can't hurt because any water when it has been dry can't hurt? So the question I guess is? During the winter while dormant, can it help much?

My guess is the crop will just hold its own, rain, snow or not as of now. When it comes out of it dormant stage, then if dry, rain or even snow could help a lot?
And no moisture can hurt a lot?
