To answer your question, no, I do not necessarily know if the cycle turn will align with a high or low.
Another cycle that aligns the most with the Jupiter-Saturn cycle is the Jupiter-Uranus cycle. This one takes 14 years to return to the same angle. It will have moved 22 1/2 degrees from the 2-10-11 bean top. 22 1/2 is as Wayne described, half of 45, a fourth of 90, an eighth of 180, etc. Late October 2011 would also be 60 degrees from 10-5-09 bean low.
So, the J-U cycle would add more importance to this time period than just J-S by itself. As of right now, it is hard to conclusively say just how big of a turn it would suggest, but an intermediate turn should be in line.
