Probably due to the lack of volume and high volatility. They may have added the last 2 trades and divided the sum by 2 to come up with the settlement price. Sometimes they don't want mkt to open at limit up or down the next day so they might manipulate the settlement price.
All I know is whatever the settlement price is, next day's open price is close to the prev. day's last trade price.
Today's open price for OJF12 is 180. 05 which is close to yesterday's last trade price you saw on your screen.
Anyway, last trade price is not always the same as the settlement price for smaller markets like OJ.
