Yes they do have road racing laws presently in B.C. with impounding cars and charges laid. Vancouver area sees a lot of very expensive and exotic cars that are involved in street racing. Many are driven by very rich immigrant kids from very wealthy families where money is no object to anything. They often just go back to wherever they came from til things cool down. Not uncommon to see them crash their high performance race cars and it seems the people that get killed are ordinary people not the drivers. So much for justice. Just the other day 3 cars were impounded and the drivers charged with a very high speed street race. Those cars can be sold by the government under certain circumstances as well. And some of those cars are worth over $100k. But if you are one of those rich kids daddy will just buy you another one to race with it seems. Wouldn't want to discourage big money from leaving B.C. it seems. There are laws for the rich and laws for the rest of us.
