A question about risk:reward ratio

I believe g mentioned that a RR of at least 1 or 1.4 is prefferrable. This seems to be a view that is echoed by most traders.
If a system with a low risk to reward ratio can make as much money as a system with a high RR ratio providing it has
a high winning percentage. Then why should RR matter? Why not consider winning percentage too and go with a lower RR if the
end result is the same?
