.gov sux back high % of what if doles out in immediate taxation as that money moves through the system. Then, as it moves more, it is taxed again and again until it ceases to exist. Without doling it out, .gov would immediately starve.
UBI will come once all life and savings have been sucked from 99% of the people. At this time, the idea is just put out there to make the masses think help is on the way if they'll sit still just a few moments longer. Pols use this tactic all the time.
