It wasn't until the nineteen thirties that any "substance" was "controlled". Walk into an apothecary ... walk out with opioids, cocaine, whatever. Even general stores carried laudanum. Anything was available, without prescription, if you paid for it.
How much crime was associated with "drugs", from 1776 and the next century and a half? How much crime is associated with drugs today?
Just tax everything at the same level as tobacco cigarettes (300% to 700%).
