My city has that exact thing and has for years. It is called a rainwater runoff fee and is attached to your water/sewer bill. Just another way to dollar you to death. Even if you use no water or flush your toilet, you pay it as well as the "base charges.The gas company charges a service/connection fee every month of $10 so even if you use no gas, you gotta pay them. Our state motto is: "Becoming more like Virginia everyday."
