I seem to recall that one !! Would have to do a little research but sure sounds like what he would do !!!
No "regulator" wants to pare down the "regulations they administer" as their job is dependent on the "existence of the regulation" and their salary based on the "size of their staff" !! These things, once in place have a "life of their own" !!
A guy I skied with worked in the Defense Department as a Contract Administrator for years. He always said, the only way to get "rid" of a "non performing" subordinate was to "promote" them to a nothing side job and replace them !! And so "grows the payroll" !!!
Time to "clean house" !!!
