Was that an actual 5% cut? Or, was it a 5% cut from baseline?
Percentage cuts from baseline can actually mean an increased amount, simply not an increase over the "planned" or baseline increase.
Seen all of the time in government accounting.
A smaller percentage increase is called a "cut".
I don't know if that is the case with food stamps.
I'd look for Congress to start cutting their perquisites when the president. and family, drop from spending well over ten billion dollars on vacation(s).
