The flaw, within your theory (perhaps it is NOT a flaw ... simply a note that needs addressed) is that the unemployed are not paying 15.3% (7.65 + 7.65, or the full boat of 15.3 if self-employed) FICA and Medicare burden ain't gittin' paid.

That's a lot of money not hitting the fund.
