The referenced funds to payees are sourced by GOV, the creator. The GOV balance sheet is an optical illusion used mainly for political fodder and animated discussion. The fountain of monetary creation will continue to satisfy all needs for the perpetuation of the illusion and mainly the benefit of interested parties. The math was discarded long ago. CO
