You might want to check your local laws about that. For a vehicle to be "street legal" it might be necessary for it to be equipped with headlights, tail lights, brake lights, blinkers, mirrors, a certain amount of horsepower, proper seat belts and safety equipment.????

All this to make it licensable???

I know there are certain towns/small cities near/on the beach that allow for golf cart traffic but I never paid attention as to whether all of these requirements were necessary or whether they waived all that stuff.
