There's a small town, with which I have some limited familiarity. The town drunk has so many Operating a Motor Vehicle While Under the Influence convictions that he's actually done state prison time. He'll never seen any DL again.

He scoots around town in a riding lawn mower, as they're legal to transport, sidewalk or street, for moving from one lawn to another.

They make some battery powered riders, but I doubt that they top out at 35 mph.
