Here's the deal ... Medicaid, since it's inception in '66 (passed in 1965, implemented in 1966) has ALWAYS been subsidized .. as it is FREE ... it's welfare healthcare .... Title Act 19. Medicare is Title Act 18.

You're just putting the uninsurable on the welfare plan. Charge actual capitation .. subsidize pursuant to income. It's already a freebie for the welfare set ... Make a buck over the upper limit ... you don't get it.

So, since it's already welfare .... freebie stuff ... expand it to those that need it.
