Most sense you've made all day.

A flat tax will benefit the wealthy (lowering their rate).

A consumption tax also benefits the wealthy because poor people have to spend every dime they make and the rich invest their extra.

I stand with the first $25-50K of anyone's income should be tax free. That favors all equally. (Therefore, it won't happen, lol).
