Probably will never get around to it .. (taxing US manufacturers outsourcing jobs). The president cannot pass legislation, inclusive of tax code (IRC). All that can be done is submittal to both houses of congress .. suggested or proposed legislation.

Both sides of the aisle snugly rest in the back pockets of big business .... Trump can throw every temper tantrum that he may desire .. but ... you're not going to change the past eight years on that one ... Capital Cronyism .. and Corporate Welfare. Eight years is hard to undo.
